As of April 14, 2008 the Cuban regime will finally allow Cuban citizens to own and operate Cell phones.
The cost will be prohibitive as the registration fee will be CUC 120 (7.5 times an average monthly wages) and as all communications (even those received) will have to be paid in the same CUC.

He is willing to pay all costs, but is said that only foreigners and those authorized by the "department of culture" (like heads of CDR's) can get a cell phone.
The conversation illustrates the abuse Cubans suffer in their own country. It shows how Cubans are "second class citizens" in their own country.
